After becoming President of the Republic in 1996, he introduced a variety of reforms. These reforms included the creation of a Commission for Human Rights and Freedoms with an international advisory board; the establishment of a Truth and Reconciliation Commission with its own international advisory board; and the institution of democratic electoral processes. He has also established an independent National Electoral Commission with its own international advisory board; called for free, fair, and transparent elections; opened government offices to all Chadians; granted extensive civil liberties to Chadians; established diplomatic relations with more than thirty countries; and progressively eliminated corruption in public life.
